Teachers Union Leader Arrested on Fraud Charges in Nuevo León

MONTERREY, Nuevo León– The Nuevo León Attorney General’s Office (PGJNL) announced that Guadalupe Castillo García, leader of Section 50 of the National Education Workers Union (SNTE), was detained and transferred to the Topo Chico prison, accused of fraud in sales of life insurance plans to union members.

The Public Prosecutor’s Office issued an arrest warrant for Castillo García after 54 teachers and families reported instances of fraud, said the PGJNL in a press release.

Teachers were paying 77 Mexican pesos ($4.16) on a bi-weekly basis, between March 14th, 2014 and October 29, 2015 for the life insurance plans but never received benefits from the plans.

The case file shows that the insurance plans were sold by SNTE and the company Integral Solutions and Programs. The file says, “Even though the plans had expired in March 2015, Castillo García knew this and, as the union leader, decided to continue charging teachers for the insurance.”

When several of the beneficiaries died, their family members found they could not collect on the insurance.

At the start of the investigation, at least 235 people required the insurance pay-outs and had been denied them.

Taking into account only those individuals and families that have reported inconsistencies, the PGJNL was able to calculate that the bi-weekly payments totaled 56,595 Mexican pesos.

During the investigation, the PGJNL also found that Castillo García received 300,000 Mexican pesos from the insurance company. With this evidence they sought her arrest warrant.
