Papantla Municipal Police Officers Detained for Enforced Disappearance of Youths

The State Prosecutor’s Office (FGE) informed that it detained seven municipal police officers from Papantla, including the Commissioner in charge, for the crime of enforced disappearance of three youths Jesús Alán Ticante Olmedo, Alberto Uriel Pérez Cruz and Luis Humberto Morales, missing since the 19th of March.

In this raid, with the support and coordination of Civil Force and members of the Veracruz Coordination Group, the Ministerial Police executed the arrest warrants from the Control Judge, after the thoroughness of the investigation file 326/2016 initiated last March the 20th.

According to various witnesses present in the inquest since the beginning of the accusation, evidence points directly to Municipal Police as allegedly getting the three youths into patrol cars.

The three youths Jesús Alán Ticante Olmedo, Alberto Uriel Pérez Cruz and Luis Humberto Morales are missing since the 19th of March.

After requesting the corresponding information from the Municipal Police and having identified the officers of the Municipal Council patrols, these were requested to declare before the prosecutor, which they at first rejected by resorting to Article 20 of the Constitution and refusing to testify.

However, the overwhelming quantity of proof gathered by the investigation led to the judge issuing the arrest warrants that were carried out this morning against the seven members of the Municipal Police.

Among the evidence was the results of forensic work on the patrol cars and the red Chevrolet Aveo driven by the youths, various interviews and testimonies by various eyewitnesses.

The police officers have been detained in the regional prison.

The investigation will not conclude until the youths have been found and all the facts clarified.”
